I bought one fully engineered with brake line included which was excellent from www.whitfieldhallfabrication.com.au. Think is was about $1200 but as I said fully engineered.
Towed the buggy from Canberra to Port Macquarie on the motorway, Police came over at the service station and checked out the set up and gave it the thumbs up. They were more interested in the buggy though.

I'm trying to sort out some measurements at the moment.
I've got the RHS and coupling and I'll tack it up tonight and get some heights
sitting behind my 4WD.

Hi guys
I've just spoken to the engineer that did my buggy about A-Frames and
he said I need brakes as it isn't 750kg buggy weight it's gross weight!!
So he said he wouldn't certify it as my buggy could with 4 people &
luggage possibly weigh 1800-2000kg.
I don't know if I'll just make it and see how I go..... Or I might look at buying a LEGAL one!

Not sure what your engineer is on but for a-framing it is the weight of the buggy empty(not with four people in it) + the weight of the a-frame. So basically the weight your towing vehicle has to stop when towing the buggy. I doubt you will get under the 750kg mark required with a LWB, my SWB Manx was close to the 750 mark.
